You can recognise reputable MPU preparation (MPU-Vorbereitung) by the fact that it does not promise you anything that nobody can promise: no guarantee of passing, no model answers, no bought proof. Instead, it begins with file inspection (Akteneinsicht), states prices in advance and works with you on real change. The following checklist helps you assess offers within a few minutes.
Why is the choice of preparation so important?
Preparation is the biggest lever you yourself have in your hands before an MPU (medical-psychological assessment, Medizinisch-Psychologische Untersuchung). According to widely cited figures, only about a third of participants pass without preparation; with good preparation, the rate is considerably higher. At the same time, the market is hard to navigate: as a guideline, the costs for preparation and counselling (Beratung) range from €50 to €2,000.
What matters is that in the psychological interview (45–60 minutes), memorised sentences do not count; what counts is a credible, documented change in behaviour. Preparation that fails to deliver exactly this therefore costs you not only money, but in the worst case an entire attempt. How do you recognise reputable and dubious offers?
Reputable offers differ from dubious ones above all in what they promise and in the order in which they work. The table summarises the most important features.

Why is a guarantee of passing a warning sign?
A guarantee of passing is not reputable, because no counsellor can influence the result. The expert report (Gutachten) is prepared exclusively by the officially recognised assessment centre (Begutachtungsstelle für Fahreignung, BfF), independently of any preparation.
Counselling and assessment are strictly separate. Anyone who guarantees that you will pass is therefore promising something that lies outside their control. Often there is a programme of model answers behind it, which tends to do more harm than good in the interview.
Why must file inspection come first?
File inspection must come first because only the authority's file shows which facts you are accused of and which specific question the expert report is supposed to answer. Without this basis, any preparation is flying blind.
The file shows, for example, whether proof of abstinence (Abstinenznachweis) over 6 or 12 months is necessary and which values (per mille, THC, lab values) the assessor knows about. Why is memorising pointless?
Memorising is pointless because rehearsed language comes across as implausible in the interview and is one of the most common reasons for failing. The assessor checks the consistency between the case file, the questionnaire, lab values and your account.
Model answers rarely match your file. If, for example, you state an amount of alcohol that does not match the measured blood alcohol concentration, this is noticed immediately, because the assessor can work out the amount. Reputable preparation works out your own story with you: cause, change, stability. This typically takes 10–12 sessions of 60 minutes each over 2–3 months, more or fewer depending on the case.
What about bought proof and EU driving licences?
Bought or backdated proof of abstinence is forgery of documents (Urkundenfälschung) and therefore a criminal offence. An EU driving licence with a sham residence does not get you around the MPU; in Germany it leads to driving without a licence.
Proof of abstinence is only valid if it follows CTU criteria: accredited laboratory, unannounced appointments, identity check, complete documentation. Offers of "clean values for money" never meet these requirements.
For driving licence tourism (Führerscheintourismus), the residence principle applies: an EU driving licence is only recognised if you have lived in the issuing country for at least 185 days a year. In addition, no valid driving licence may be obtained abroad during a German ban period (Sperrfrist). The only reputable way to "avoid the MPU" is to have a specialist lawyer for traffic law (Fachanwalt für Verkehrsrecht) check whether the order can be challenged or whether deletion periods (Tilgungsfristen) have expired.
How should you assess advertising promises like "90% success rate"?
A claim such as "90% pass" is the provider's own statement and not an official statistic. It says little about how well the preparation suits your specific case.
What is true: well-prepared participants pass considerably more often than unprepared ones, and providers quote rates of 90% and more. How such figures are calculated, however, is usually not transparent. So ask: who is counted, only those who stayed until the end? The points in the table above are much more meaningful than a percentage.
A high rate is no substitute for transparency. If a provider advertises mainly with figures but does not ask about your file, the order of steps is wrong.
Which questions should you ask in the initial consultation?
In the initial consultation, you should clarify who will counsel you, how they work and what it costs. Good providers answer these questions without evasion.
- What qualifications does the person counselling me have (e.g. traffic psychologist, Verkehrspsychologin or Verkehrspsychologe)?
- Will my file be reviewed first and the authority's question discussed?
- What does the preparation cost in total, and what is included?
- How many sessions are realistic for my case?
- Do I need proof of abstinence, and when do I have to start it?
- Which certificate will I receive at the end (e.g. under § 71 FeV or § 70 FeV, Driving Licence Regulation)?
