You check your points total in Flensburg with the Federal Motor Transport Authority (Kraftfahrt-Bundesamt, KBA), and it is free of charge. You can do this online using the online ID function, in writing by post, or in person in Flensburg. The statement shows you which decisions are stored in the driving aptitude register (Fahreignungsregister, "Flensburg") and how many points (Punkte) you currently have.
What is the driving aptitude register and why should you know about it?
The driving aptitude register (FAER) is the central register for traffic offences, kept by the KBA in Flensburg. According to the KBA, it stores final decisions on traffic offences and driving licence measures and rates them with points according to their type and severity.
You should know your total because the points determine the measures taken, up to and including revocation. At 8 points, the driving licence must be revoked under § 4 StVG (Road Traffic Act, Straßenverkehrsgesetz), and a reissue of the licence (Neuerteilung) is then usually only possible with an MPU (medical-psychological assessment, Medizinisch-Psychologische Untersuchung). If you know your total early, you can still take countermeasures at 1 to 5 points.
How do you check your points total online?
You check your points total online via the KBA's online register statement (Online-Registerauskunft), using your online ID. At the end you receive the statement as a PDF to download. According to the KBA, you need:
- an NFC-enabled smartphone or a card reader for your PC,
- an online ID with a six-digit PIN of your choice,
- software for reading the ID, for example the AusweisApp.
According to the KBA, the process has six steps:
- Open the start page of the online register statement.
- Select the statement you want, here the driving aptitude register.
- Click on "weiter mit BundID" (continue with BundID) and choose an ID document via account login or guest access.
- If necessary, agree to the declaration of consent and identify yourself in the AusweisApp.
- After entering your PIN, continue to the application and check your details.
- Download the register statement as a PDF.
The legal basis is § 30 (8) StVG (Abs. 8 = subsection 8). Under this provision, you receive information about the content of the register and the number of your points free of charge on request. The electronic statement is expressly provided for if you submit the application using electronic proof of identity.
How does the request work by post or in person?
By post, you check your points total using the KBA's application form. You print out the form, fill it in, sign it and send it with proof of identity to the Kraftfahrt-Bundesamt, 24932 Flensburg.
As proof of identity, the KBA specifies a copy of the front and back of your valid identity card or passport. Alternatively, you can have your signature on the form officially certified.
In person, you can get the statement at the KBA's information pavilion (Auskunftspavillon) at Fördestraße 16, 24944 Flensburg. There you present a valid identity card, passport or official service ID.

What does the statement contain and how do you read it?
The statement contains the entries stored about you in the driving aptitude register and your current points total. The KBA does not decide which measures follow from the points total. According to the KBA, the driving licence authorities (Fahrerlaubnisbehörden) are responsible for this.
The scale of stages of the driving aptitude rating system under § 4 StVG helps you to classify your total:

Per offence, there is 1 point for a serious administrative offence, for example driving 21 km/h too fast or using a mobile phone at the wheel. There are 2 points for particularly serious administrative offences with a driving ban or for criminal offences without revocation. There are 3 points for criminal offences with revocation, for example drink-driving with revocation of the driving licence. When are points deleted again?
Points are deleted after fixed deletion periods (Tilgungsfristen) under § 29 StVG, which depend on the severity of the offence. Since 1 May 2014, each entry has been deleted independently. New offences therefore no longer extend the period for old entries.

Under § 29 (4) StVG, the period generally begins when the decision becomes final (Rechtskraft), not on the day of the offence. In the case of a revocation due to lack of fitness to drive, under § 29 (5) StVG it only begins when the driving licence is reissued, but no later than 5 years after the decision became final. Once an entry is due for deletion, many entries are still subject to an additional retention period of 1 year (Überliegefrist), and only then are they deleted.
Once an entry has been deleted, it may no longer be held against you and may not be used to your disadvantage (§ 29 (7) StVG). What does your points total mean for a possible MPU?
For the MPU, your points total means one thing above all: at 8 points you lose your driving licence, and an MPU is usually required for the reissue. The ban (Sperre) then lasts at least 6 months. You should apply for the reissue early, as a guideline about 3 months before it ends.
Before that, you can still take action. A driving aptitude seminar (Fahreignungsseminar) under § 4a StVG removes 1 point, but only with a total of 1 to 5 points and only once in 5 years. The authority decides on a case-by-case basis and looks not only at the number, but also at the type of offences. After passing an MPU in a points case, the points total is set to 0. A points MPU usually does not require proof of abstinence (Abstinenznachweis); it is about attitude and behaviour in traffic.
